Zakah/Ramadan

Hushman,
I have had some of the prople in our mosque saying that the donations they are giving to hurricane victoms are being considered Zakah. I do not feel that this is correct.
Surah 3:91 and Surah 9:60 and Surah 26:109 inplies that these donatin would be Sadaqah. With romadan coming next week and the drive for donations increasing durting this time, I was just wondering if these donations are zakah then do they not give later?

It would be Sadaqah not Zakat. Zakat has to be paid to Muslims.

That is what I think it is to but they are sending the money to Houston. I don't know if you know but houston has a large population of muslims. The donatioins are going to the mosques there.
